Through the membership of the 11 hamlets and public information activities, the organization plays a vital role in protecting the common lands.

The organization also represents the local residents who are compensated from the national government for allowing the National Self-Defense Force to have access to and use of the common land.

Each spring, there is a symbolic ritual where the common grasslands are burned. The event is called the "Burning of the common grass fields of the Self-Defense Force’s Kitafuji Maneuvering Ground". It is an important event that marks the grounds of the communal land. Every year, more than 3,000 member residents gather to set fire on approximately 1,900 hectares of land. The burning also promotes the growth of wild edible plants, a seasonal delicacy, which we all enjoy during the spring.
